Position Summary

About the Opportunity
As Director of Implementation and Instructional Support, you are an expert in educational leadership and leveraging SpringBoard programs to drive equity and access for students. You serve as the main point of contact for the largest SpringBoard districts in the country, ensuring professional learning opportunities are delivered successfully. You enable high quality district partnerships, development and delivery of leadership services, and instructional supports.
In this role, you will:
Delivery of Professional Learning Services (40%)
Manage professional learning events, including collaborating with relevant College Board teams to monitor ordering and event tracking
Assist in the delivery of administrator and instructional leader professional learning (including classroom observations).
Deliver customized professional learning supports to meet the differentiated needs of districts.
Assigned District Support (40%)
Connect districts to appropriate professional learning experiences, resources, and expertise.
Act as district leadership’s main point of contact to address implementation support including issues relating to content, instruction, technology, and/or other relationship issues/concerns.
Act as liaison between schools and internal experts on content, technology, instruction, and product development. Have the program knowledge to address most customer questions independently and the internal knowledge to find answers to more complex questions in a timely manner.
Scaled Support to National Users (20%)
Address implementation support including issues relating to content, instruction, technology, and/or other relationship issues/concerns for unassigned sites and districts across the country.

About You
You have:
Bachelor’s degree, with a Masters or Doctoral degree in an education-related field preferred
Minimum of five to seven years of middle/high school teaching, administrative or instructional content experience, with site or district-level administrative/supervisory experience preferred

Job Responsibilities
• Provide planning, implementation and monitoring of activities associated with regulatory and contractual requirements for government programs. Develop process and procedure flows to ensure that reports, or specific obligations mandated from government agencies are implemented by the appropriate business areas. Coordinate the development of policies and procedures designed to maintain the accuracy and timeliness of completing contractual requirements. Ensure that the process of filing certification and attestations with the government is documented.
• Analyze and oversee supportive data to prevent regulatory sanctions, foster regulatory relationships and integrate operations with regulatory requirements. This includes coordination with internal departments, i.e. Internal Audit, Special Investigations Department, Legal, as well as subcontractors to align for appropriate information collection and reporting. Work closely with Internal Audit and other business areas for the resolution of audit findings or other issues raised by the Government regarding non-compliance.
• Review and interpret regulatory documentation for adherence to standard criteria. Develop programs to accommodate corporate goals. Review filings made to government agencies.
• Perform reviews of various aspects of government programs and conduct investigations where necessary including investigations of any subcontractor, first tier entities, downstream entities and/or related entities.
• Prepare reports based on the completion of compliance reviews and investigations related to government programs.
• Design, implement, and monitor program projects and initiatives in all aspects of Government Programs.
• Serve as a resource on problematic issues generated from changing laws, regulations and guidance to maintain consistent/accurate interpretations.
• Participate in enterprise-wide initiatives and task forces in order to provide advice and guidance on compliance with government programs requirements.
• Manage reporting system to ensure that all contacts regarding possible non-compliance or misconduct involving a government program are properly logged, investigated and resolved including making recommendations to the Compliance Officer regarding whether disclosure should be made to the government, corrective actions, and disciplinary actions. Maintain documentation for each report of potential fraud, waste and abuse received through any reporting method (i.e. hotline, mail, in-person, exit questionnaires) which describes the initial report of non-compliance, the investigation, the results of the investigation, and all corrective actions and/or disciplinary action(s) taken as a result of the investigation.
• Direct research on laws and regulations to support investigative reviews related to government programs.
• Direct applicable audit functions to support investigative reviews of any potential wrongdoing related to government programs.

Position Summary:
Lead financial and operations activities for FHI 360’s West Africa, Middle East Regional Office (WAMERO), which also covers Latin America and the Caribbean and Eastern Europe (LAC and EE).

Key responsibilities:
Provide financial and administrative leadership, mentorship, and oversight to assigned region, both the team directly under WAMERO and support for country offices in the region. Specifics include:
Facilitate organizational change to support business and process improvements and overall departmental/divisional efficiency.
Provide oversight and direction for the Regional Office financial transaction and accounting practices.
Ensure high capacity and understanding of FHI 360 financial and administrative guidance regionally, and at country level.
Coordinate Regional Office budget analysis, provide input into and monitor budget forecasts and review progress against administrative cost reduction goals.
Alert Portfolio/Project and Department Directors to budget risks; ensure that appropriate risk authorization documents are processed, and steps are taken to resolve issues.
Compliance and Fiscal Excellence:
Provide oversight and direction for the Regional Office’s financial transaction and accounting practices.
Ensure implementation and integration of financial and accounting systems.
Perform specialized functions in the areas of financial management and analysis, budget development and monitoring, supply and logistics, property management, office management and other essential administrative requirements.
Prepare and analyze monthly management reports summarizing project, management, and development expenditures versus budgets and obligated funds.
Supervise/monitor spending on overhead and other accounts as needed.
Assist with the preparation of proposal budgets as needed/required and per guidelines.
Ensure adoption of standardized procedures and monitoring systems to assure compliance with both client and corporate policies.
Monitor consolidated financial reporting and control systems for the RO to ensure compliance with internal policies and practices.
Provide oversight and monitoring of work plans, staff labor allocations and budgets, working closely with portfolio directors and countries.

Provide strategic and operational inputs from a regional perspective to corporate services and systems development.
Lead and advise staff in the development and implementation of all financial and administrative policies, programs, and procedures.
Process improvement and Problem Solving
Works on complex problems that require in-depth evaluation of data and various factors.
Facilitate organizational change to support business and process improvements and overall departmental/divisional efficiency.
Liaise with key enterprise services (e.g., Human Resources (HR), Contract Management Services (CMS), Business Services, Operations Management, Office of Compliance and Internal Audit (OCIA), and Legal) to ensure effective integration with finance and administration.
Resolve issues affecting the business operations of the Regional Office (RO) and facilitate better interaction and cooperation with central services departments.
Ensure adoption of standardized procedures and monitoring systems to assure compliance with both client and corporate policies.
Provide oversight and monitoring of work plans, staff labor allocations and budgets, working closely with portfolio directors and countries.
Supervision
Supervise a team of finance and administration staff and provide technical (financial) supervision of lead finance team members throughout the region.
Work closely with other leaders to assure appropriate management and support of portfolios/projects in FHI 360 Country Offices.
Provide input and work with HQ teams (Finance, Information Solutions and Services (ISS), Operations Management Office (OMO), etc.) to review/ generate new FHI 360 policies and Standard Operating Procedures (SOPs).
Fully support HQ team to successfully implement new projects. Take proactive role to implement HQ directives when HQ has limited resources and tight timelines.
Work closely with HQ team to implement new projects

Collaboration with other teams
This position requires regular contact and relationship building with teams throughout the company, including Finance, Information Solutions and Services (ISS), Operations Management Office (OMO), and Contract Management Services to review/ generate new FHI 360 policies and Standard Operating Procedures (SOPs).

FHI 360 supports low- and middle-income countries to strengthen their provision of high quality, integrated health services, especially at the Primary Health Care (PHC) level. We are seeking to further advance FHI 360’s work in this area by recruiting a Technical Director to provide leadership that pushes forward the frontiers of evidence and practice in achieving the integration of HIV into PHC systems. They will do this through the provision of technical advice, thought leadership, quality assurance, and capacity building of staff across FHI 360 and our partners in the field. Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account.
