The Associate Director of the Tier 1 SOC is a critical role in our organization, responsible for leading and managing the efforts in identifying and mitigating cyber threats. This role demands a high level of technical expertise, strategic thinking, and leadership abilities. CLASS DESCRIPTION

The Baltimore City Police Department is seeking a Deputy Director of Equal Opportunity and Diversity.

ESSENTIAL FUNCTIONS

• Accept, review, and investigate Internal complaints of discrimination filed for alleged violation of Title VII of the Civil Rights Act of 1964, Title 20 of the State Government Article, Annotated Code of Maryland, and Article 4 of the Baltimore City Code.
• Reply with formal position statements to external complaints of discrimination filed with the Equal Employment Opportunity Commission, the Maryland Commission on Civil Rights, and the Baltimore City Office of Civil Rights/Community Relations Commission.
• Assess complaints of disability discrimination and request for reasonable accommodations under the Americans with Disability Act (“ADA”). Maintain extensive knowledge of these requirements as the agency liaison on all ADA matters, including religious accommodations.
• Develop, coordinate, and implement training on topics such as Disability discrimination, sexual harassment, equal employment opportunity laws, and BPD’s responsibilities under such laws to educate and inform BPD employees and to foster a more knowledgeable and professional work environment.
• Ensure the processing and timeliness of internal investigative Findings for all cases by partnering with the BPD Legal Department.
• Monitor all BPD services, programs, and units for compliance with federal, state, and local nondiscrimination laws.
• Monitor and review all employment actions for the BPD for compliance with Equal Employment Opportunity laws.
• Conduct agency, district, and specialty unit audit compliance reviews.
• Integrate EODS principles into BPD’s strategic mission.
• Ensure management and program accountability.
• Additional responsibilities on Equal Employment Opportunity principles that may be requested by the head of the agency or their designee.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor’s degree in a related field from an accredited college or university. A master’s degree in a related field or a Law Degree focused on employment law is preferred.

EXPERIENCE: Have 4 years of experience in an HR or EEO/Diversity/Inclusion Leadership/Management Position.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge at an advanced level of the principles and practices of human resources management and employee and labor relations.
• Knowledge at an advanced level of Federal/State/Local regulations affecting employment and human capital management.
• Demonstrated ability to manage and supervise both sworn and professional staff.
• Ability to develop and implement equal employment programs, policies, and procedures.
• Considerable experience with law practices.
• Demonstrated ability to coordinate multiple equal opportunity and diversity program activities with employees, managers, supervisors, and officials.
• Demonstrated ability to prepare, analyze, and interpret complex data used in trend analysis to support staffing, training, and educational opportunities.
• Ability to foster a positive work environment.
• Ability to write concisely, express thoughts clearly, and develop ideas in logical sequence.
• Ability to communicate effectively in oral presentations.
