RESPONSIBILITIES:

• Serve as lead author on FERC resource reports.

REQUIREMENTS:

• Bachelor’s or Master’s degree in environmental studies, environmental management, wetland science, planning, geography, or related natural resources science field of study.
• At least 5 to 10 years of experience in permitting FERC-regulated capital development projects.
• Demonstrated ability to research and prepare concise and accurate technical documents including presentation of findings to clients, stakeholders, and/or regulatory agencies.
• Excellent written and verbal communication skills and organization/analytical skills; experience recording/writing detailed technical data and reports.
• Ability to multi-task, maintain flexibility, travel, and work independently with minimal supervision.

For the Managing Consultant, Environmental Regulatory Specialist (Senior Level) position, we anticipate the annual base pay of $76,000 – $94,860 (USD).  An employee’s pay position within this range will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, geographic location, performance, shift, travel requirements, sales or revenue-based metrics, and business or organizational needs.  We also may have instances where compensation may be outside of the range, based on the factors noted above.  This job is also eligible for an annual discretionary based performance bonus.

ERM is seeking a Principal Project Manager to assist with current client development, new business development, and industry awareness. This position will focus on energy projects with responsibility for advancement of permitting and compliance associated with development of Natural Gas Act-regulated projects in the United States, including natural gas transmission and liquefied natural gas (LNG).  The position will require an understanding of the Federal Energy Regulatory Commission (FERC) and the complexities of energy and environmental policy and will require a broad knowledge base from which to draw experience.

The Principal Project Manager will work collaboratively with ERM teams/Partners to provide industry-leading service to a portfolio of clients; actively participate in industry working-groups related to potential or proposed policy changes or new initiatives; and be aware of market conditions and industry trends.  The successful candidate will engage in multiple clients' development concurrently and be responsible for cultivating new business by identifying project opportunities and conducting client outreach.

Projects are often fast-paced, multi-faceted, and geographically diverse. REQUIREMENTS:

• Relevant academic background in science, engineering, safety, environmental management, or related degree.

• BS in chemical, or environmental, engineering or BS in environmental or related sciences; MS preferred but not mandatory. At least 5 years of equivalent experience in lieu of a degree.

• 3 years of experience required to 4+ years preferred of direct consulting or industry experience involving environmental permitting and compliance. Experience with air quality construction permits and Title V permitting; PSD, NSR, Best Available Control Technology (BACT), and/or MACT experience a plus.

• Demonstrated understanding of air emissions and emission reporting processes.

• Strong hands-on spreadsheet and database comprehension.

Overall Job Purpose

In this position you will lead engagements for ERM CVS services including accredited management system audits for ISO 9001, 14001 and 45001, GHG verification and data assurance - both onshore and offshore, and a growing number of responsible stewardship standards for operating sites and supply chains.

Main Responsibilities

• Lead Assessor/Lead Verifier: Lead assessments of client operations according to ERM CVS procedures, prepare reports and determine assessment conclusions
• Team supervision: Support and develop more junior assessors
• Participate in the ERM CVS assessment team, including proactive sharing of knowledge and experience and identifying opportunities for business growth to develop with support of ERM CVS Partners; assist in the ongoing development of ERM CVS tools and processes.
• Project Management: Act as focal point for the client within ERM CVS, responsible for coordinating assignments, developing proposals and contracts, ensuring that projects are delivered according to plan

Experience

• At least 5 years relevant professional experience, including:
  • Conducting and leading operational site audits
  • Development or assessment of management systems designed to control EHS performance
  • Direct work experience within Heavy industry, such as Oil & Gas or Mining or other high hazard process industry
  • Influencing people at all organizational levels
  • Team leadership experience
  • Strong project management and delivery experience
  • At least degree level qualification in a relevant technical or scientific subject
  • Excellent client communication skills, able to secure trust at all levels of the organization and across different cultures
  • Able to recognize root causes, identify corrective actions and prepare clear, concise reports
  • Fluent English speaker with clear and concise written and spoken English. Multilingual is a bonus.

RESPONSIBILITIES:

• Develop and implement strategic market/business plan, provide leadership, and deliver financial results to expand ERM's air quality service area and client base, particularly in the Oil & Gas, Manufacturing, Technology, or Chemical sectors.  Serve as a key member of the “core” technical team to drive double-digit profitable growth of ERM’s air quality services business across North America.
• Serve as a Senior expert for strategic air permits and compliance programs for a variety of industrial clients with complex technical/regulatory issues.  Work closely with clients and develop strong relationships to understand specific processes and develop a permitting and compliance strategy to help clients maintain maximum operating flexibility. Achieve client’s expectations for scope, budget, schedule, and quality.
• Manage project deliverables, budgets and schedules.
• As a “seller/doer,” contribute to expanding ERM’s air consulting services annually.  Identify and develop new opportunities, prepare effective technical proposals, and take active leadership role in the development of new business with new and existing clients.  Develop and expand client relationships that generate repeat business.
• Capitalize on existing client relationships to expand ERM’s profile and market share in the regional Air Quality market and other service-line offerings through a combination of excellence in technical delivery and business development.
• Mentor junior and mid-level staff in the proper planning and execution of air quality projects, and in directing or conducting independent technical reviews of deliverable work products.
• Support the general growth and development of ERM’s global air quality services.  Collaborate with other ERM global practitioners to execute air quality projects, including participating on teams comprised of Air Quality professionals from multiple offices around the global organization. 
• Advanced or subject matter expertise in air permitting; other compliance-related areas a plus (e.g., air dispersion modeling, storm water, SPCC, RMP/PSM, CEQA permitting, multi-media auditing, etc.).
• Familiarity with and stack testing and ambient air measurement a plus.
• Develop a working understanding of ERM’s other consulting service areas and actively support cross-selling other services to existing clients.

REQUIREMENTS:

• Experience and knowledge of federal and state Air regulations
• Experience and confidence to lead and grow business in a dynamic market environment.
• Minimum of BS in engineering (chemical, mechanical, environmental) or related discipline.
• Certification in field; P.E., CSP, CHMM, or similar registration desired.
• At least 7 years of solid air quality consulting experience, with a high degree of technical competence in Title V, PSD, NSR, BACT, and MACT.
• Strong track record of managing project deliverables, schedule and budgets.
• In-depth understanding of the Oil & Gas, Manufacturing, Technology, or Chemical industry in California and the companies operating in this sector, including existing relationships that can be leveraged into new business.
• Consistent "seller/doer" track record, including successfully winning large and strategic projects.
• An established reputation in the local marketplace and recognized technical expertise in one of ERM’s existing service offerings, which include but are not limited to air quality and climate change, EHS compliance assurance, process safety, sustainability, and environmental permitting.
