· Work directly with the Directorate Manager, Finance Business Partner and Clinical Director regarding financial procedures utilising a balance scorecard approach to provide monthly summaries of financial and activity performance for relevant meetings, highlighting areas of variance.



· Ensure the utilisation of management information systems to support the efficient and effective management of resources against agreed financial and activity targets.



· Work closely with other Senior Nurses to ensure the Trust wide standards and objectives are achieved, and effective management of Trust wide strategies are implemented.





Human Resources Management



· To lead, manage, motivate, and develop staff to maintain the highest level of staff morale and to create a climate within the directorate characterised by high standards of openness.



· Communicate the Trust’s and Directorate’s objectives, future plan and current progress against plans to all staff within the area.






· Ensure the contributions and perspectives of all clinical and other staff are heard, valued and influence management decision making.



· Ensure training and development needs of nursing staff within the area are identified and reflected in the annual business plan.



· Line manages all designated nursing staff in the service in line with the Trust’s HR policies and procedures, providing annual appraisal.



· In conjunction with the Directorate Manager, Clinical Director and HR Business Partner develop local workforce plans, employee engagement and workforce productivity plans to ensure delivery of the Trust’s Workforce Strategy, focusing on enhancing the commitment of staff and optimising workforce productivity and performance.



· Ensure that staff management arrangements within the service are consistent with HR policies and procedures within the Trust and to ensure that good practice in recruitment, appraisal, performance management and other policies are maintained.



· Utilise workforce efficiently and effectively to ensure the structure and skill mix reflects the activity demands and to implement skill mix, staff deployment/changes as appropriate to meet the changing needs of patients within the financial budget.

Quality, Clinical Governance and Risk Management



· To be highly visible by working clinically across the clinical areas. Be accessible to nursing staff, patients, and the public, ensuring open, honest communication and examining and reinforcing delivery of safe, evidence-based, high standards of care in line with the Trust values.



· Support the development and delivery of the Governance agenda including clinical and non-clinical aspects of care and service; this will include establishing systems to audit and monitor clinical standards ensuring high standards of care that is evidence based and integral to service delivery. At all times involve patients and service users others in developing and enhancing services.



· Carry out regular reviews of incidents, complaints, risk assessments and other multidisciplinary audits across the service and organisation where related to service. Ensure transparency, and that appropriate action planning and follow-up is taken to address and reduce risk, and that learning is disseminated across the organisation.



· Participate in cross directorate and divisional governance committees in order to communicate relevant audit, governance and quality issues, and to disseminate information in order to improve patient care.

The Lead Nurse will be a highly competent, visible and experienced autonomous practitioner, capable of functioning effectively across the four key role domains (expert practice; leadership and consultancy; education and training; service development, research and evaluation). They will use their expert knowledge and skills to deliver care in both the inpatient and outpatient setting.

The post holder will be responsible for the Upper GI suspected cancer services which includes patients with suspected oesophagus, gastric (OG) liver, pancreatic or gallbladder (HPB) cancers, facilitating the clinical flow of the referrals into the service through triage & straight to test pathways.

The Lead Nurse will work with patients, clinicians, & other partners, to implement the National times pathways for cancer. It is an integral part of the overall delivery of the Upper GI & HPB diagnostics with specific responsibility for the day to day leadership of the clinical service. They will ensure:

Daily triage & onward management of referrals to the Upper GI & HPB suspected cancer services

Timely & appropriate action of clinical findings, this may include further management in primary &/or secondary care or onward referral to other specialist services.

Provision of clinics, telephone, & face to face, for assessments, breaking of bad news or decision making on further diagnostic.

Presentation of cancer & highly suspected cancer cases at MDTs ensuring outcomes are communicated to the patient & GP and next steps are arranged within national timeframes.

Improvements & corrective actions are implemented to support governance, training and improve quality of the service.
